Chapter I General provisions

  Article 3 The term "waste" as mentioned in these Regulations refers to the conduct of unnecessary official activities by Party and government organs and their staff in violation of regulations, or the improper use of public funds, assets and resources in the performance of official duties beyond the prescribed scope, standards and requirements, causing losses to the state and society。

  Article 5 The General Office of the CPC Central Committee and The General Office of the State Council shall be responsible for overall planning, coordination, guidance and inspection of the national Party and government organs in implementing economization and combating waste, and establish a coordination and liaison mechanism to undertake specific affairs。The general offices (offices) of local Party committees and government offices (offices) at all levels are responsible for guiding and inspecting the work of Party and government organs in their respective regions to implement strict economization and combat waste。

Chapter II Fund management
 
  Article 7 Party and government organs shall strengthen the management of budget preparation and incorporate all revenues and expenditures into departmental budgets in accordance with the requirements of comprehensive budgets。
 
  Non-tax income such as forfeiture income, administrative charges, government-managed funds, proceeds and disposal of state-owned assets obtained by Party and government organs according to law,It must be paid to the state Treasury in full and on time in accordance with regulations,It is strictly prohibited to conceal, withhold, occupy, misappropriate, spend or privately distribute in any form,It is strictly prohibited to transfer the account to the affiliated trade union, training center, service center and other units。
 
  Article 8 Party and government organs shall abide by the principle of having a budget first and spending later, strictly implement their budgets, and shall strictly prohibit making arrangements for expenditures over or without a budget, and shall strictly prohibit making fictitious expenditures, transferring or extracting budgetary funds。
 
  Strict control of domestic travel expenses, temporary overseas travel expenses, official reception expenses, official car purchase and operation expenses, conference expenses, training expenses and other expenses。No additional budget will be added in the implementation of the annual budget, and if additional budget is really needed due to special needs, it shall be submitted for approval by the financial department after examination and approval according to the procedure。

  Article 9 Promote the reform of government accounting, further improve the accounting system, accurately calculate the operating expenses of organs, and fully reflect the administrative costs。
 
  Article 10 Financial departments shall, in conjunction with relevant departments, work out the scope and standards of expenditure for official activities in different regions according to the characteristics of domestic travel, temporary overseas travel on business, official receptions, conferences, training, etc., taking into account the level of economic development and the market price level of relevant goods and services。
 
  We will strengthen the linkage between relevant expenditure standards, establish a mechanism for adjusting expenditure standards, and regularly adjust relevant expenditure standards in light of changes in the market prices of relevant goods and services, so as to make the expenditure standards more coordinated, standardized and scientific。
 
  Strict scope and standard of expenditure, strict examination of expenditure reimbursement, and shall not reimburze any expenses that are beyond the scope, beyond the standard, and unrelated to relevant official activities。

  Government procurement shall fully prepare the procurement budget in accordance with the law, strictly implement the budget and asset allocation standards, reasonably determine the procurement needs, shall not exceed the standard procurement, shall not exceed the office needs of procurement services。

Chapter III Domestic Travel and Temporary Overseas Travel for Official Purposes
 
  Article 13 Party and government organs shall establish, improve and strictly implement the internal examination and approval system for domestic business trips, strictly control the number and days of domestic business trips, and prohibit travel activities without clear official purposes, disguised tourism in the name of official travel, and study exchanges and investigations between different departments without substantive content。
 
  Article 14 Domestic business travelers shall take means of transportation, accommodation and dining in strict accordance with the regulations, and the expenses shall be borne by the units they work for。
 
  If the accommodation and dining are arranged with the assistance of the reception unit, the travelers must pay the accommodation and dining fees according to the standard。Travelers shall not make requests to the receiving units other than normal official activities, and shall not accept gifts, gifts and local products。
 
  Article 15 Make overall arrangements for the annual temporary overseas travel plan for business, strictly control the number and scale of the group, shall not arrange general visits of care and no substance, shall not arrange study visits, shall not concentrate on arranging visits to popular countries and regions, and shall not travel abroad with public funds in various names。We will strictly implement the regulations on the management of temporary overseas trips on business, and shall not treat overseas trips as personal treatment or arrange for overseas trips in turn。Cross-regional and cross-departmental regiments will be strictly controlled。
 
  Organizations, foreign experts and other relevant departments shall strengthen the overall planning, supervision and administration of overseas training, strictly control the scale of overseas training, scientifically set up training projects, select the best training objects, and improve the quality and effectiveness of overseas training。
 
  Article 16 The administrative department of foreign affairs shall strengthen the administration of examination and approval of temporary overseas trips on business, and adjust or cancel the groups that violate the regulations and are not suitable for combination。
 
  We will strengthen control over the total budget for funds going abroad temporarily on business, and strictly implement the system of examining and approving funds in advance。If there is no budget arrangement for overseas expenditure, it shall not be approved, and if there is a special need, it shall be submitted for approval according to the prescribed procedures。It is strictly prohibited to use funds other than the budget for going abroad as going abroad expenses in violation of regulations, and it is strictly prohibited to apportion or transfer the going abroad expenses to affiliated units, enterprises, and Chinese agencies stationed abroad。
 
  Article 17 A group going abroad shall arrange means of transport and accommodation in accordance with the prescribed standards,They shall not take civil aviation charter flights in violation of regulations,Charter flights by private, corporate and foreign airlines are not allowed,Housing and cars exceeding standard shall not be arranged,No additional countries or regions may be visited without authorization,No unauthorized detour,You may not extend your stay abroad without authorization。
 
  During the period of going abroad, they shall not use public funds to give gifts or souvenirs to each other with Chinese institutions stationed abroad and other Chinese-funded institutions and enterprises, and shall not use public funds to entertain each other。
 
  Article 18: Prepare exit plans strictly in accordance with work needs, strengthen the approval and management of exit on business, shall not arrange exit visits, shall not organize research, meetings, training and other activities without substantive content。
 
  Strictly abide by the financial system of budgeting, expenditure, use and accounting of outbound funds for business purposes, and shall not accept over-standard receptions and high-consumption entertainment, and shall not accept gifts, valuable gifts, negotiable securities, payment vouchers, etc。
 
Chapter IV Official Reception
 
  Article 19 A centralized management system for domestic official receptions shall be established and improved。The administrative departments for official reception of Party and government organs shall strengthen the management and guidance of domestic official reception work。
 
  Article 20 The Party and government organs shall establish an official reception approval control system, shall not receive official activities without official letters, and shall strictly prohibit non-official activities from being included in the scope of reception。

  Article 22 The reception of foreign guests shall follow the principles of service diplomacy, friendly reciprocity, pragmatism and frugality。The units inviting foreign guests shall arrange reception activities in strict accordance with relevant regulations and strictly control the groups and reception expenses of foreign guests。
 
  Article 23 The relevant departments and localities shall, with reference to the domestic standards for official reception, formulate measures for the reception of activities such as attracting investment, strictly examine and approve them, strengthen management, and prohibit reception exceeding specifications and standards, expanding the scope of reception, increasing the number of reception items, and arranging official reception in the name of attracting investment in disguise。
 
  Article 24 Party and government organs shall not, in any name, build, rebuild or expand facilities or places with reception functions such as hotels and guest houses under their ownership。
 
  Establish a reception resource sharing mechanism, and promote the centralized and unified management and utilization of reception and training places under the organs。Improve the service operation mechanism, implement the enterprise-style management of the reception and training places of the organs, and reduce the cost of service operation。
 
  Actively promote the socialization reform of domestic official reception services, and effectively use social resources to provide domestic official reception services such as accommodation, catering, and car use。
 
Chapter V Official vehicles
 
  Article 25 Adhere to the direction of socialization and marketization, reform the system of official vehicles, rationally and effectively allocate official vehicle resources, innovate the classified provision of official transportation, ensure official travel, reduce administrative costs, and establish a new system of official vehicles in line with national conditions。
 
  We will reform the physical allocation of official vehicles, cancel general official vehicles, and retain necessary vehicles for law enforcement, confidential communications, emergency and special professional technology, as well as other vehicles equipped in accordance with regulations。Ordinary official travel shall be independently chosen by civil servants and provided by society。Cancelled general official vehicles shall be disposed of publicly by means of public bidding, auction, etc。
 
  Appropriate subsidies for official transportation may not be issued in the name of vehicle reform subsidies in disguise。
 
  Article 26 Party and government organs shall be strictly equipped with official vehicles that implement directional protection,It shall not be allowed to change the number of official vehicles exceeding the standard for special purposes or other reasons,It is not allowed to change, borrow or occupy the vehicles of subordinate units or other units or individuals in any way,Vehicles given as gifts by enterprises, institutions and individuals shall not be accepted。
 
  Special vehicles shall be provided in strict accordance with regulations, and the scope of special vehicles shall not be expanded or equipped with special vehicles in disguised form without authorization。
 
  Strictly control the scope, organization and standards of vehicles on law enforcement duty。Law enforcement vehicles should be strictly limited to front-line law enforcement posts, and the internal management and logistics posts of the organs and the public institutions affiliated to the organs should not be equipped。
 
  Article 27 For centralized government procurement of official vehicles, domestic vehicles shall be selected, with priority given to new energy vehicles。
 
  Official vehicles shall be updated in strict accordance with the prescribed number of years, and those that can continue to be used after the renewal period shall continue to be used, and shall not be updated in advance for reasons such as promotion or transfer of leading cadres。
 
  Official vehicle insurance, maintenance, refueling and other government procurement to reduce operating costs。
 
  Article 28 Except for special work vehicles involving national security, investigation and case handling, which have confidentiality requirements, law enforcement duty vehicles shall be painted with obvious uniform logos。
 
  Article 29 Official vehicles shall be used in strict accordance with regulations as required for official activities, and it is strictly prohibited to misappropriate or provide private use of official vehicles such as law enforcement duties and confidential communications for any reason. Relatives of leading cadres and staff around them shall not use official vehicles assigned to leading cadres for private purposes。
 
Chapter VI Conference activities
 
  Article 30 Party and government organs shall streamline meetings and strictly implement the scope and standards of meeting expenses。

  Article 32 Establish and improve the training examination and approval system, strictly control the number, time and scale of training, and strictly prohibit the holding of meetings in the name of training。
 
  Strictly implement the expenditure standard of classified training funds, strictly control the scope of expenditure of training funds, and prohibit any expenses unrelated to training, such as official reception fees and conference fees, from the training funds。Banquets and tourist activities with public funds in the name of training are strictly prohibited。

Chapter VII Office occupancy

  Article 37 The construction projects for office buildings of Party and government organs shall, in accordance with the principles of simplicity, practicality, safety and energy saving, strictly implement the construction standards for office buildings, the unit comprehensive cost standards and the energy saving design standards for public buildings, and meet the requirements for land use and urban planning。The office buildings of Party and government organs shall not seek to become urban landmarks, and the construction of large squares, parks and other facilities shall be strictly prohibited。
 
  Article 38 The investment in the construction projects of the office buildings of the Party and government organs shall be uniformly arranged from the construction funds of the government budget。Land income and asset transfer income shall be implemented in accordance with the relevant provisions of the two lines of revenue and expenditure management, may not be directly used for office construction。
 
  The investment required for the maintenance and renovation projects of the office buildings of the Party and government organs shall be uniformly included in the budget and arranged by financial funds, and no budget shall be arranged for projects without approval。
 
  Article 39 The construction of office buildings shall strictly implement the relevant provisions on project bidding and government procurement, and strengthen the supervision and audit supervision of the whole process of engineering projects。We will accelerate the implementation of the agent construction system for office housing construction projects。
 
  If the office premises cannot meet the needs of the office due to the long use time, aging facilities and equipment, or incomplete functions, they may be repaired and reformed。Maintenance and renovation projects shall focus on eliminating safety hazards, restoring and improving the use of functions, and reducing energy and resource consumption, strictly implement the approval procedures, and strictly implement maintenance and renovation standards。
 
  Article 40 Establish and improve the centralized and unified management system for office occupancy, and implement unified allocation and unified ownership registration for office occupancy。

  Article 41 Leading cadres of Party and government organs shall use an office room in accordance with the standard allocation, and if it is necessary to allocate another office room for work, they shall strictly follow the approval procedures。Leading cadres may not rent hotels or hotel rooms for office purposes on a long-term basis。The office space allocated for use shall be vacated in a timely manner and recovered by the original unit upon retirement or transfer。
 
Chapter VIII Resource conservation
 
  Article 42 Party and government organs shall economize and use resources intensively, strengthen the management of conservation in the whole process, improve the efficiency and effectiveness of the utilization of energy, water, food, office furniture, office equipment, office supplies, etc., make overall use of land, and put an end to waste。

  Centralized recycling of non-classified waste paper, waste electrical and electronic products and other waste materials to promote recycling;If state secrets are involved, they shall be destroyed in accordance with the relevant provisions on confidentiality。
 
  Article 45 The construction of the government information system of the Party and government organs shall be planned as a whole, organized and implemented in a unified manner, to prevent repeated construction and frequent upgrading。
 
  Establish a sharing mechanism, strengthen resource integration, promote the interconnection, information sharing and business coordination of important government information systems, reduce costs in software development, system maintenance and upgrade, and prevent resource waste。
 
  Actively use information means to promote paperless office and reduce disposable office supplies consumption。
 
Chapter IX Publicity and education

  Article 49 Party committees and governments at all levels shall establish a supervision and inspection mechanism for practicing thrift and opposing waste, clarify the main body, responsibilities, contents, methods and procedures of supervision and inspection, strengthen regular supervision and inspection, and carry out special activities such as key inspections and secret visits in response to prominent problems。

  Article 51 The General office (office) of the Party Committee and the General office (office) of the government shall be responsible for coordinating the supervision and inspection of the relevant departments on the work of economizing and opposing waste。Organize and carry out at least one special inspection every year, and report the inspection situation to the appropriate extent。Special supervision can be combined with the inspection and assessment of the responsibility system of Party conduct and clean government construction, and the year-end party building work assessment, etc. The results of the inspection and assessment should be sent to the discipline inspection and supervision organs and organizational personnel departments according to the authority of cadre management, as the basis for cadre management supervision, selection and appointment。
 
  Article 52 Discipline inspection and supervision organs shall strengthen supervision and inspection of the work of practicing economy and opposing waste, accept reports from the masses and case clues transferred by relevant departments, and promptly investigate and handle violations of discipline and law。
 
  The inspection groups of the Party committees of the central Government, provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the relevant provisions, strengthen the inspection and supervision of the leading groups of relevant Party organizations and their members' practice of economization and anti-waste work。
 
  Article 53 The financial department shall strengthen the supervision and inspection of fiscal, financial, government procurement and accounting matters such as budget preparation and implementation of the Party and government organs, deal with the problems found in violation of the law, and report the results of supervision and inspection to the Party committee and the government at the same level in a timely manner。
 
  Audit departments shall strengthen the audit of official expenditure and public funds consumption of Party and government organs, handle and urge the rectification of violations in accordance with the law, and transfer suspected violations of discipline and law to the relevant departments for investigation and punishment。
 
  Article 54 Party and government organs shall establish and improve the system of public disclosure of information on practicing economy and opposing waste。In addition to the contents and matters that must be kept confidential in accordance with laws and regulations and relevant requirements, the following contents shall be disclosed in an appropriate manner in accordance with the principles of timeliness, convenience and diversity:
 
  (1) Budget and final account information;
 
  (2) Government procurement documents, procurement budget, bid-winning results, procurement contracts, etc.;
 
  (3) Information on the batch, number of people and total funds of domestic official receptions;
 
  (4) The name, main contents and amount of expenditure of the meeting;
 
  (5) The items, contents, number of trainees and funds of the training;
 
  (6) Information on the holding of festivals, celebrations, forums, expositions, exhibitions, sports meetings, competitions and other activities;
 
  (7) Expenses incurred for the construction, maintenance, renovation, use and operation of office buildings;
 
  (8) Audit results of official expenditure and consumption of public funds;
 
  (9) Other contents that need to be disclosed。
 
  Article 55 We shall promote and support the people's congresses and their Standing committees in strictly examining and approving the budgets for official expenditures of Party and government organs in accordance with the law, and strengthen supervision over their implementation。We will give full play to the oversight role of deputies to the People's Congress, and strengthen oversight of the Party and government organs' efforts to practice economy and combat waste through comments, suggestions, criticisms, and inquiries。
 
  We will support the CPPCC in its oversight of the Party and government organs' efforts to implement austerity measures against waste, and consciously accept and actively support CPPCC members' efforts to strengthen their oversight of the Party and government organs' efforts to implement austerity measures against waste through research, inspections, and proposals。
 
  Article 56 Attach importance to the role of public opinion supervision of the media at all levels in practicing economy and opposing waste。Establish a public opinion feedback mechanism, and promptly investigate and handle violations of discipline and law exposed by the media。
 
  We will give full play to the role of the people in supervising extravagance and waste by Party and government organs and their staff, and earnestly investigate and handle the problems raised by the people。
 
Chapter XI Responsibility investigation
 
  Article 57 The Party and government organs shall be established to investigate the responsibility system for practicing economy and opposing waste。
 
  Where waste is caused by violation of the provisions of these Regulations, the relevant personnel shall be investigated for their responsibilities according to discipline and law, and the main responsible persons or relevant leading cadres who have leadership responsibilities shall be held accountable。
 
  Article 58 In any of the following circumstances, the relevant personnel shall be investigated for their responsibilities:
 
  (1) expending financial funds without examination and approval;
 
  (2) obtaining approval in violation of regulations by resorting to fraud or other means;
 
  (3) violating the requirements for examination and approval and changing the execution without authorization;
 
  (4) exceeding the standard in violation of administrative regulations or making expenditure on false items;
 
  (5) taking advantage of one's position to serve private interests;
 
  (6) committing other acts in violation of the provisions on examination and approval, management or supervision。
 
  Article 59 In any of the following circumstances, the principal responsible person or relevant leading cadres shall be investigated for their responsibilities:
 
  (1) Serious problems of extravagance, waste, extravagance and luxury in the region, department or unit concerned, failure to investigate and deal with the problems discovered, and strong reactions from the cadres and the masses;
 
  (2) instigating or conniving at subordinate units or personnel in violation of the provisions of these Regulations resulting in waste;
 
  (3) failing to perform the duties of internal examination and approval, management and supervision, resulting in waste;
 
  (4) failing to disclose in a timely manner the information of its own region, department or unit on the practice of economizing and combating waste;
 
  (5) other persons having leadership responsibility for extravagance and waste。
 
  Article 60 Where waste is caused by violation of the provisions of these Regulations, according to the seriousness of the circumstances, the relevant departments shall, in accordance with their functions and powers, give criticism and education, order inspection, encourage conversation, notify criticism, or be transferred from their posts, order resignation, dismissal, demotion, etc。
 
  Where Party discipline and government discipline responsibilities should be investigated, corresponding Party discipline and government discipline sanctions shall be imposed in accordance with relevant provisions such as the Regulations on Disciplinary Actions of the Communist Party of China and the Regulations on the Disciplinary Actions of Civil Servants of Administrative Organs。
 
  Those suspected of violating laws and crimes shall be investigated for legal responsibility according to law。
 
  Article 61 Economic benefits obtained in violation of the provisions of these Regulations shall be collected or corrected。
 
  Anyone who, in violation of the provisions of these Regulations, uses public funds to pay or reimburse expenses that should be paid by individuals shall be ordered to return and compensate。
 
  Article 62 If a person subject to accountability is not satisfied with the decision, he may lodge a complaint with the relevant authorities in accordance with the relevant provisions。The organ accepting the complaint shall, in accordance with the relevant provisions, seriously accept the complaint and make a conclusion。
 
  During the period of appeal, the execution of the processing decision shall not be suspended。
 
Chapter XII Supplementary Provisions
 
  Article 63 Party committees and governments of provinces, autonomous regions and municipalities directly under the Central government, and ministries and commissions of central and state organs may, in accordance with these Regulations, formulate rules for implementation in light of the actual conditions。Relevant functional departments shall, in accordance with their respective duties, formulate and improve relevant supporting systems。
 
  State-owned enterprises, state-owned financial enterprises and public institutions not governed by the Civil Servant Law shall be implemented by reference to these Regulations。
 
  The Chinese People's Liberation Army and the Chinese People's Armed Police Force shall operate in accordance with the relevant provisions of the military。
 
  Article 64 The General Office of the CPC Central Committee and The General Office of the State Council, together with other relevant departments, shall be responsible for the interpretation of these Regulations。
 
  Article 65 These Regulations shall go into effect as of the date of promulgation。The Provisions of the Central Committee of the Communist Party of China and The State Council on Strict Economization and Suppression of Extravagance and Waste by Party and Government Organs promulgated on May 25, 1997 shall be repealed simultaneously。Other provisions concerning the Party and government organs to practice strict economy and oppose waste, where they are inconsistent with these Regulations, shall be implemented in accordance with these Regulations。
