　　The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest strength of the socialist system with Chinese characteristics, and the Party is the highest political leadership force。Party, government, military and civilian studies, east, west, North and south, the Party is the leader of everything。The Party must meet the requirements of reform, opening up and socialist modernization, adhere to scientific, democratic and law-based governance, and strengthen and improve its leadership。The Party must, in accordance with the principle of overall control and coordination of all parties, play the role of the core of leadership in all organizations at the same level。The Party must concentrate on leading economic construction, organize and coordinate forces from all quarters, and work together to focus on economic construction and promote all-round economic and social development。The Party must practice democratic and scientific decision-making, formulate and implement the correct line, principles and policies, do the Party's organizational work and publicity and education work well, and give full play to the vanguard and exemplary role of all Party members。The Party must act within the scope of the Constitution and the law。The Party must ensure that the State's legislative, judicial, administrative and supervisory organs, economic and cultural organizations and people's organizations work proactively, independently, responsibly and in a coordinated manner。The Party must strengthen its leadership over trade unions, the Communist Youth League, women's federations and other mass organizations so that they maintain and enhance their political nature, advanced nature and mass character and give full play to their role。The Party must adapt itself to the development of the situation and changes in circumstances, improve its leadership system, improve its leadership style, and enhance its ability to govern。Communist Party members must work closely with people outside the Party and work together to build socialism with Chinese characteristics。

　Act 1  党  员

　　Article one  年满十八岁的中国工人、农民、军人、知识分子和其他社会阶层的先进分子，承认党的纲领和章程，愿意参加党的一个组织并在其中积极工作、执行党的决议和按期交纳党费的，可以申请加入中国共产党。

　　Article 2  Members of the Communist Party of China are the vanguard warriors of the Chinese working class with communist consciousness。

　　Members of the Communist Party of China must serve the people wholeheartedly and strive for the realization of communism all their lives at the cost of everything they own。

　　Members of the Communist Party of China are always ordinary members of the working people。All Communist Party members shall not seek any personal gain or privilege except for their personal interests and work powers within the scope of laws and policies。

　　Article 3  Party members must fulfill the following obligations:

　　（一）认真学习马克思列宁主义、毛泽东思想、邓小平理论、The important thought of Three Represents、科学发展观、习近平新时代中国特色社会主义思想，学习党的路线、方针、政策和决议，学习党的基本知识和党的历史，学习科学、文化、法律和业务知识，努力提高为人民服务的本领。

　　（四）自觉遵守Party discipline，首先是党的政治纪律和政治规矩，模范遵守国家的法律法规，严格保守党和国家的秘密，执行党的决定，服从组织分配，积极完成党的任务。

　　(5) Safeguard the unity and unity of the Party, be loyal and honest to the Party, match words with deeds, resolutely oppose all factional organizations and activities of small groups, oppose duplicity and all conspiracies。

　　（八）发扬社会主义新风尚，带头实践社会主义核心价值观和社会主义荣辱观，提倡共产主义道德，弘扬中华民族传统美德，为了保护国家和人民的利益，在一切困难和危险的时刻挺身而出，英勇斗争，不怕牺牲。

　　Article 4  Party members enjoy the following rights:

　　(1) To attend relevant Party meetings, read relevant Party documents and receive Party education and training。

　　(2) To participate in discussions on Party policies at Party meetings and in Party newspapers and periodicals。

　　3) To put forward suggestions and proposals for the Party's work。

　　（四）在党的会议上有根据地批评党的任何组织和任何党员，向党负责地揭发、检举党的任何组织和任何党员违法乱纪的事实，要求处分违法乱纪的党员，要求罢免或撤换不称职的干部。

　　(5) Exercising the right to vote and the right to vote, and having the right to stand for election。

　　No Party organization at any level, up to and including the Central Committee, has the right to deprive a Party member of the above-mentioned rights。

　　Article 5  To develop party members, we must put political standards first, go through party branches, and adhere to the principle of individual recruitment。

　　申请入党的人，要填写入党志愿书，要有两名正式党员作介绍人，要经过支部大会通过和上级党组织批准，并且经过预备期的考察，才能成为正式党员。

　　The introducer must carefully understand the applicant's ideology, qualities, experience and work performance, explain to him the Party's program and constitution, explain the conditions, obligations and rights of Party members, and make a responsible report to the Party organization。

　　When applying for Party membership, the Party branch committee shall pay attention to soliciting the opinions of the relevant masses inside and outside the Party, conduct a strict examination, and submit the application to the general meeting of the Party branch for discussion after finding it qualified。

　　Before approving an applicant for Party membership, the Party organization at a higher level shall send someone to talk to him, to get a better understanding of him, and to help him improve his knowledge of the Party。

　　Under special circumstances, the Central Committee of the Party and the committees of provinces, autonomous regions and municipalities directly under the Central Government may directly accept Party members。

　　Article 6  Probationary Party members must take an oath of membership facing the Party flag。誓词如下：我志愿加入中国共产党，拥护党的纲领，遵守党的章程，履行党员义务，执行党的决定，严守Party discipline，保守党的秘密，对党忠诚，积极工作，为共产主义奋斗终身，随时准备为党和人民牺牲一切，永不叛党。

　　Article 7  The reserve period of probationary party members is one year。Party organizations shall earnestly educate and examine probationary party members。

　　Probationary members have the same obligations as full members。Probationary members have the same rights as full members, except that they do not have the right to vote, to vote and to stand for election。

　　When a probationary member expires, the Party branch shall promptly discuss whether he or she can be converted into a full Party member。认真履行党员义务，具备党员条件的，应当按期转为正式党员；需要继续考察和教育的，可以延长预备期，但不能超过一年；不履行党员义务，不具备党员条件的，应当取消预备党员资格。The conversion of a probationary party member to a full party member, the extension of the reserve period, or the cancellation of the probationary Party membership shall be discussed and approved by the branch congress and approved by the Party organization at a higher level。

　　Article VIII  Every Party member, regardless of his or her position, must be incorporated into a branch, group or other specific organization of the Party, participate in the organizational life of the Party, and be subject to supervision by the masses inside and outside the Party。Party members and leading cadres must also participate in the democratic life of the Party committee and Party group。No special Party member is allowed who does not participate in the life of the Party organization or accept supervision by the masses inside or outside the Party。

　　The ninth article  Members have the freedom to leave the party。If a Party member requests to withdraw from the Party, he or she shall announce his or her removal after discussion at the branch meeting and report it to the Party organization at a higher level for the record。

　　If a Party member lacks revolutionary will, fails to fulfill his obligations as a party member, or fails to meet the qualifications for membership, the Party branch shall give him education and require him to make corrections within a time limit;If he fails to change after education, he shall be advised to withdraw from the Party。Persuading a Party member to quit the Party shall be discussed and decided by the branch general assembly and reported to the Party organization at a higher level for approval。If a member who has been advised to quit the party persists, he or she shall be submitted to the general meeting of the branch for discussion and a decision to remove him or her from the Party, and submitted to the higher Party organization for approval。

　　A Party member who, without a valid reason, fails to participate in Party organizational life, pay membership dues, or do any work assigned by the Party for six consecutive months is considered to have left the Party on his or her own。The branch congress shall decide on the expulsion of such party members and report it to the Party organization at a higher level for approval。

Act 2  Organizational system of the party

　　Article ten  The Party is a unified whole organized according to its program and constitution and in accordance with democratic centralism。The basic principles of the Party's democratic centralism are:

　　(1) Individual Party members are subordinate to Party organizations; the minority is subordinate to the majority; lower-level organizations are subordinate to higher-level organizations; and all Party organizations and members are subordinate to the National Congress and the Central Committee of the Party。

　　(2) Leading Party organs at all levels are elected, except for representative organs dispatched by them and leading Party groups in non-Party organizations。

　　(3) The highest leading organ of the Party is the National Congress of the Party and the Central Committee elected by it。The Party's local leading organs at all levels are the Party's local congresses and the committees formed by them。Party committees at all levels are responsible and report on their work to the congresses at the corresponding levels。

　　(4) Higher Party organizations should regularly listen to the opinions of lower party organizations and the masses of Party members, and promptly solve the problems raised by them。Lower Party organizations must not only request instructions and report on their work to higher Party organizations, but also independently and responsibly solve problems within the scope of their responsibilities。Upper - and lower-level organizations should share information, support and supervise each other。Party organizations at all levels should make Party affairs public in accordance with regulations so that Party members can have a better understanding of and participate in intra-party affairs。

　　5. Party committees at all levels practice a system of combining collective leadership with individual division of responsibilities。凡属重大问题都要按照集体领导、民主集中、个别酝酿、会议决定的原则，由党的委员会集体讨论，作出决定；委员会成员要根据集体的决定和分工，切实履行自己的职责。

　　6. The Party forbids any form of personality cult。It is necessary to ensure that the activities of Party leaders are under the supervision of the Party and the people, while safeguarding the prestige of all leaders who represent the interests of the Party and the people。

　　Article 11  The selection of deputies and committees to Party congresses at all levels shall reflect the will of the electors。Elections are held by secret ballot。The list of candidates should be fully discussed by party organizations and voters。A formal election may be conducted directly by means of a differential election in which the number of candidates exceeds the number of candidates。It is also possible to conduct preliminary elections by means of competitive elections, to produce a list of candidates, and then to conduct formal elections。The electors have the right to know about the candidates, to demand a change in the candidates, not to vote for any candidate, and to vote for someone else。No organization or individual may in any way compel electors to elect or not to elect a particular person。

　　党的地方各级代表大会和基层代表大会的选举，如果发生违反党章的情况，上一级党的委员会在调查核实后，应作出选举无效和采取相应措施的决定，并报再上一级党的委员会审查批准，正式宣布执行。

　　The term system applies to deputies to Party congresses at all levels。

　　Article 12  The Party's central and local committees at all levels shall convene meetings of delegates when necessary to discuss and decide on major issues that need to be resolved in a timely manner。The number of delegates to the conference and the method for their election shall be determined by the committee convening the conference。

　　Article 13  The establishment of a new Party organization or the dismantling of an existing Party organization must be decided upon by the Party organization at a higher level。

　　When a local Party congress at any level or a primary-level Party congress is not in session, the Party organization at a higher level may, when it deems it necessary, transfer or appoint a leader of the Party organization at a lower level。

　　The Party's central and local committees at all levels may appoint representative organs。

　　Article 14  The Party Central Committee and the committees of provinces, autonomous regions, and municipalities directly under the Central Government shall implement an inspection system, covering all Party organizations of localities, departments, enterprises, and public institutions under their management within one term of office。

　　Relevant ministries and commissions of the Central Committee and Party groups (Party committees) of state organs and departments shall carry out inspections according to the needs of their work。

　　The Party's city (prefecture, prefecture, league) and county (city, district, banner) committees shall establish an inspection system。

　　Article 15  When making decisions on important issues concerning lower organizations, the leading organs of the Party at all levels shall, under normal circumstances, seek the opinions of lower organizations。It is necessary to ensure that lower-level organizations can properly exercise their functions and powers。In the absence of special circumstances, the leading organ at the higher level shall not interfere in matters which should be handled by the lower level organization。

　　Article 16  On major national policy issues, only the CPC Central Committee has the power to make decisions, and Party organizations of various departments and localities may put forward suggestions to the Central Committee, but they are not allowed to make decisions or make public opinions without authorization。

　　Lower Party organizations must resolutely implement the decisions of higher Party organizations。下级组织如果认为上级组织的决定不符合本地区、本部门的实际情况，可以请求改变；如果上级组织坚持原决定，下级组织必须执行，并不得公开发表不同意见，但有权向再上一级组织报告。

　　Newspapers, periodicals and other propaganda tools of Party organizations at all levels must publicize the Party's line, principles, policies and resolutions。

　　Article 17  When Party organizations discuss and decide on issues, they must follow the principle that the minority is subordinate to the majority。Important issues are decided and put to a vote。The dissenting views of the minority should be seriously considered。如对重要问题发生争论，双方人数接近，除了在紧急情况下必须按多数意见执行外，应当暂缓作出决定，进一步调查研究，交换意见，下次再表决；在特殊情况下，也可将争论情况向上级组织报告，请求裁决。

　　If an individual Party member expresses an important proposition on behalf of the Party organization and it goes beyond the scope of a decision already made by the Party organization, he or she must submit it to the Party organization where he or she belongs for discussion and decision, or ask the Party organization at a higher level for instructions。No Party member, regardless of his or her position, can personally decide major issues.In case of an emergency, when a decision must be made by the individual, a report must be promptly made to the Party organization afterwards。No leader should be allowed to exercise personal arbitrariness and place himself above the organization。

　　Article 18  党的中央、地方和基层组织，都必须重视党的建设，经常讨论和检查党的宣传工作、教育工作、组织工作、纪律检查工作、群众工作、统一战线工作等，注意研究党内外的思想政治状况。

Act 3  Central organization of the Party

　　Article 19  The National Congress of the Party is held every five years and convened by the Central Committee。If the Central Committee deems it necessary, or if more than one-third of the organizations at the provincial level so request, the National Congress may be held ahead of schedule;No postponement shall be allowed except under extraordinary circumstances。

　　The number of deputies to the National Congress and the method for electing them shall be decided by the Central Committee。

　　Article 20  The functions and powers of the National Congress of the Party are:

　　(1) To hear and examine the reports of the Central Committee;

　　(2) To examine the reports of the Central Commission for Discipline Inspection;

　　(3) to discuss and decide on major issues concerning the Party;

　　(4) To amend the Constitution of the Party;

　　(5) To elect the Central Committee;

　　6. Elect the Central Commission for Discipline Inspection。

　　Article 21  The functions and powers of the National Congress of the Party are as follows: to discuss and decide on major issues;Adjust and co-elect some members of the Central Committee and the Central Commission for Discipline Inspection。The number of members and alternate members of the Central Committee shall not exceed one fifth of the total number of members and alternate members of the Central Committee elected by the National Congress of the Party。

　　Article 22  The term of office of the Central Committee of the Party is five years。If the National Congress is held earlier or later, its term of office shall be changed accordingly。Members and alternate members of the Central Committee must have at least five years of party experience。The number of members and alternate members of the Central Committee shall be determined by the National Congress。The vacancy of a member of the Central Committee shall be filled by an alternate member of the Central Committee according to the number of votes received。

　　The plenary session of the Central Committee is convened by the Political Bureau of the Central Committee and is held at least once a year。The Political Bureau of the Central Committee reports on its work to the plenary session of the Central Committee and accepts supervision。

　　When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress, directs all Party work and represents the Communist Party of China externally。

　　Article 23  The Political Bureau, the Standing Committee of the Political Bureau and the General Secretary of the Central Committee of the Party are elected by the plenary session of the Central Committee。The General Secretary of the Central Committee must be chosen from among the members of the Standing Committee of the Political Bureau of the Central Committee。

　　The Political Bureau of the Central Committee and its Standing Committee exercise the functions and powers of the Central Committee when it is not in plenary session。

　　The Secretariat of the Central Committee is the working organ of the Political Bureau of the Central Committee and its Standing Committee;Members shall be nominated by the Standing Committee of the Political Bureau of the Central Committee and approved by the plenary session of the Central Committee。

　　The General Secretary of the Central Committee is responsible for convening meetings of the Political Bureau and the Standing Committee of the Political Bureau of the Central Committee and presiding over the work of the Secretariat of the Central Committee。

　　The members of the Central Military Commission are decided by the Central Committee, and the Chairman assumes overall responsibility for the Central Military Commission。

　　每届中央委员会产生的中央领导机构和中央领导人，在下届全国代表大会开会期间，继续主持党的经常工作，直到下届中央委员会产生新的中央领导机构和中央领导人为止。

　　Article 24  The Party organizations of the Chinese People's Liberation Army carry out their work in accordance with the instructions of the Central Committee。The Central Military Commission is responsible for Party work and political work in the armed forces and regulates the Party's organizational system and organs in the armed forces。

Act Four  Local party organizations

　　Article 25  The Party congresses of provinces, autonomous regions and municipalities directly under the Central Government, of cities divided into districts and autonomous prefectures, and of counties (flags), autonomous counties, cities not divided into districts and municipal districts are held once every five years。

　　Local Party congresses are convened by Party committees at the corresponding levels。Under special circumstances, it may be advanced or postponed with the approval of the committee at the next higher level。

　　The number of deputies to local Party congresses and the method for electing them shall be decided by the Party committee at the corresponding level and reported to the Party committee at the next level for approval。

　　Article 26  The functions and powers of local Party congresses at all levels are as follows:

　　(1) To hear and examine the reports of the committees at the corresponding levels;

　　(2) To examine the reports of the commissions for discipline Inspection at the corresponding levels;

　　(3) to discuss and adopt resolutions on major issues within the region;

　　4) To elect Party committees at the corresponding levels, and to elect Party commissions for discipline inspection at the corresponding levels。

　　Article 27  The Party committees of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts and autonomous prefectures shall serve a term of five years each。The members and alternate members of these committees must have at least five years of party experience。

　　The Party committees of counties (banners), autonomous counties, cities not divided into districts and municipal districts shall serve a term of five years each。The members and alternate members of these committees must have at least three years of party experience。

　　If a local Party congress is convened earlier or later, the term of office of the committee elected by it shall be changed accordingly。

　　The number of members and alternate members of a local Party committee at any level shall be determined by the committee at the next higher level。Vacancies in local Party committees at all levels shall be filled by alternate members in accordance with the number of votes received。

　　The plenary sessions of local Party committees at all levels shall be held at least twice a year。

　　When a Party congress is not in session, a local Party committee at any level executes the instructions of the Party organization at a higher level and the resolutions of the Party congress at the corresponding level, directs the work of its local area, and regularly reports on its work to the Party committee at a higher level。

　　Article 28  Local Party committees at all levels elect their standing committees, secretaries and deputy secretaries at their plenary sessions and report to the Party committee at a higher level for approval。党的地方各级委员会的常务委员会，在委员会全体会议闭会期间，行使委员会职权；在下届代表大会开会期间，继续主持经常工作，直到新的常务委员会产生为止。

　　The standing committees of local Party committees at all levels regularly report on their work to the plenary sessions of the committees and accept supervision。

　　Article 29  The Party's regional committees and their equivalent organizations are representative organs dispatched by the Party's provincial or autonomous regional committees within the boundaries of several counties, autonomous counties and cities。It directs the work of the region under the authority of the committees of the provinces and autonomous regions。

Chapter Five  Primary party organization

　　Article 30  企业、农村、机关、学校、医院、科研院所、街道社区、社会组织、人民解放军连队和其他基层单位，凡是有正式党员三人以上的，都应当成立Primary party organization。

　　Primary-level Party organizations shall, according to the needs of their work and the number of Party members, establish primary-level Party committees, general Party branch committees, and branch committees with the approval of the Party organizations at higher levels。Primary-level committees are elected by party members' congresses or congresses, while general branch committees and branch committees are elected by Party members' congresses。

　　Article 31  The term of office of the Party's primary committee, general branch committee, and branch committee is three to five years。After the secretaries and deputy secretaries of the primary committee, general branch committee, and branch committee are elected, they shall be reported to the Party organization at a higher level for approval。

　　Article 32  The Party's primary organization is the party's fighting fortress in the social primary organization, and is the basis of the party's entire work and combat effectiveness。Its basic tasks are:

　　（一）宣传和执行党的路线、方针、政策，宣传和执行党中央、上级组织和本组织的决议，充分发挥党员的先锋模范作用，积极创先争优，团结、组织党内外的干部和群众，努力完成本单位所担负的任务。

　　（二）组织党员认真学习马克思列宁主义、毛泽东思想、邓小平理论、The important thought of Three Represents、科学发展观、习近平新时代中国特色社会主义思想，推进“两学一做”学习教育、党史学习教育常态化制度化，学习党的路线、方针、政策和决议，学习党的基本知识，学习科学、文化、法律和业务知识。

　　（三）对党员进行教育、管理、监督和服务，提高党员素质，坚定理想信念，增强党性，严格党的组织生活，开展批评和自我批评，维护和执行Party discipline，监督党员切实履行义务，保障党员的权利不受侵犯。We will strengthen and improve management of mobile party members。

　　4) Maintain close ties with the masses, constantly understand their criticisms and opinions on Party members and the Party's work, safeguard the legitimate rights and interests of the masses, and do a good job in their ideological and political work。

　　(7) To supervise that Party members, cadres and any other functionaries strictly abide by the laws and regulations of the State, strictly abide by the financial and economic regulations of the State and the personnel system, and may not usurp the interests of the State, collectives and the masses。

　　(8) To educate party members and the masses to consciously resist undesirable tendencies and resolutely fight against all violations of discipline and law。

　　Article 33  街道、乡、镇党的基层委员会和村、社区党组织，统一领导本地区基层各类组织和各项工作，加强基层社会治理，支持和保证行政组织、经济组织和群众性自治组织充分行使职权。

　　Party committees (party groups) of state-owned enterprises play a leading role in setting the direction, managing the overall situation, ensuring implementation, and discussing and deciding on major matters of the enterprise in accordance with regulations。Primary-level Party organizations in state-owned enterprises and collective enterprises shall focus their work on the production and operation of the enterprises。To ensure and supervise the implementation of the principles and policies of the Party and the State in the enterprise;To support the shareholders' meeting, the board of directors, the board of supervisors and the manager (factory director) in exercising their functions and powers according to law;Rely wholeheartedly on the workers and the masses，To support the work of the workers' congress;Participate in the decision-making of major issues of the enterprise;Strengthen the self-construction of Party organizations，To lead ideological and political work, construction of spiritual civilization, united front work and mass organizations such as trade unions, the Communist Youth League and women's organizations。

　　非公有制经济组织中Primary party organization，贯彻党的方针政策，引导和监督企业遵守国家的法律法规，领导工会、共青团等群团组织，团结凝聚职工群众，维护各方的合法权益，促进企业健康发展。

　　Among social organizations, the primary Party organizations publicize and implement the Party's line, principles and policies, lead trade unions, the Communist Youth League and other mass organizations, educate and manage Party members, guide and serve the masses, and promote the cause of development。

　　各级党和国家机关中Primary party organization，协助行政负责人完成任务，改进工作，对包括行政负责人在内的每个党员进行教育、管理、监督，不领导本单位的业务工作。

　　Article 34  A Party branch is the basic organization of the Party, and is responsible for directly educating, managing and supervising party members, organizing, disseminating, gathering and serving the masses。

Act 6  Party cadres
