On February 28, 1965, the Ministry of Foreign Affairs submitted Several Suggestions on Improving the etiquette arrangements for the reception of State Guests, suggesting that the toast and toast of diplomatic groups should be cancelled at the state banquet, that queues for toast should be eliminated after consultation with foreign delegations, and that Chinese leaders should not toast at the tables of diplomatic envoys。However, in the ten years of the "Cultural Revolution", all walks of life have been affected, and the reform speed of the state banquet has been relatively slow。It was not until September 1978 that the new reform plan was officially implemented, which stipulated that: when foreign heads of state or government visited China, the Chinese side would no longer notify the diplomatic envoys of foreign countries to attend the welcome;Only diplomatic envoys and some diplomatic staff of the visiting countries are invited to attend the state banquets held for the visiting countries。Since 1990, more diplomatic envoys from neighboring friendly countries have been invited to attend, and such invitations are usually determined by the visiting country。

In this way, the banquet time was greatly saved, and the drinking burden of the Chinese leaders was also reduced。I remember that in the 1960s, China's banquets to welcome visiting state guests usually had more than 50 tables. In addition to inviting the visiting state guests to attend, we also invited foreign diplomatic envoys and their spouses, and the diplomatic corps occupied more than 20 tables at the banquet, plus the Chinese guests。At that time, under normal circumstances, there were 6 kinds of cold dishes and 4 hot dishes at the banquet. Each guest had 3 large, medium and small cups in front of him. The wine was mainly Maotai and other famous brand wines, and the cups were filled with orange water and mineral water。At each banquet, both guests and hosts delivered speeches, which were translated into English, French and Russian。

Following the practice of most countries, state banquets were reformed, and diplomatic groups were no longer invited to the banquet welcoming state guests, and the size of the banquet was almost halved。After several adjustments, the size of the state banquet was reduced to its current specifications。At present, the state banquet is usually 7 to 8 tables, such as the state guest entourage is small, the guest and host attendees are not more than 50 people, the banquet is arranged long tables or horseshoe tables。Such arrangements are common abroad。The reduction in the number of banquets comes from strict controls on who can be invited, and today's state banquets usually only invite 30 to 50 members of the entourage of state guests。At the same time, diplomatic envoys of visiting countries and a small number of leading diplomats are invited。This reform is not only in line with the diplomatic practice of most countries in the world today, but also effectively achieved without ostentation and save financial expenditure on foreign affairs。
